Genesis is based on the Japanese musician Gackt Camui — the CG model for Genesis is directly based on Gackt, and Gackt himself played Genesis against a green screen for the secret ending of Dirge of Cerberus. The best word to describe Gackt is "eccentric," and you could probably attribute most of Genesis's weirdess to Gackt.
